No, good tactics. Take Star Wars EAW for example. I've won space battle with nothing but a lvl 1 station on my side, being attacked by 3 stardestroyers, 5-6 victorys, 6? acclamators, a couple of tarkins, and there fighters. They took heavy casualties and fled. Or when Germany invaded France in WWII, the french had more tanks, with better armour and roughly equal guns, more troops, and fortification. And yet the Nazi's one by use of the tactic known as Blitzkreig.
